Ключевые направления работы:
- Legislative initiative: drafting and promoting the framework law “On the Legalization of District Councils in Israeli Cities.”
- Expert support: preparation of analytical reports and professional documents for relevant Knesset committees.
- Direct lobbying: organizing regular meetings between civic activists and lawmakers and working with parliamentary factions. Legal reform: initiating discussions on systemic improvements to legislation regarding civic participation and expanding the powers of local communities.
Mission
Enact legislation to enshrine citizens’ right to form district councils—making grassroots self-government a universally accepted state standard and a guaranteed norm, rather than the result of random local initiatives.
Objectives
- Legislative Framework. Ensure the passage of the “Law on the Legalization of Neighborhood Councils in Israeli Cities.” This will grant neighborhood councils official legal status and a clearly defined list of powers, transforming them from civic associations into full-fledged governing bodies.
- Expert Influence. Integrate Derech Eretz’s analysis into the political process at the national level. We are working to ensure that our reports, research, and expertise serve as the basis for parliamentary hearings and the work of parliamentary factions.
- Legitimization and Systemic Development. To foster recognition within Israel’s political, legal, and media spheres of grassroots self-governance as a legitimate and necessary institution. Concurrently, to initiate a broad public discussion and reforms aimed at expanding legislation regarding civic participation as a whole.
